Ukraine has a “Responsibility to Protect” which is a recognised United Nations and Canadian policy. Andrew Conradi, ofs, 2013, Understanding JPIC : “3.2.50.g. It holds that sovereign states have a responsibility to protect their own citizens from avoidable catastrophe, but that when they are unwilling or unable to do so, that responsibility must be borne by the broader community of states.” (emphasis added)

We have known about Putin for years but many did not want to believe. He is a product of the KGB practice of "Disinformation" which continues as Putin's governmental policy. Bad news is that Putin seems to have become unbalanced and no one in his entourage is brave enough to remove him which is what it will take for a real peace.
